European Parliament Strengthens ‘Polluter Pays’ Principle For Ship Waste Management

The Transport Committee of the European Parliament adopted today the Meissner report on the Port Reception Facilities.

ESPO welcomes in particular the proposal to strengthen the ‘polluter pays’ principle by discouraging the delivery of unreasonable quantities of garbage, including dangerous waste, for a fixed fee.

It aims to make sure that ships deliver their garbage at every port call and don’t skip waste deliveries to save time.

ESPO Publishes Its Position Paper On The Port Reception Facilities For Ship Waste

“Introducing a fee system whereby ships could deliver unreasonable amounts of garbage, including dangerous waste for 100% fixed fee, would be a severe and unacceptable divergence from the ‘polluter pays’ principle. It risks to discourage tackling waste at the source by reducing waste volumes onboard, which has been the cornerstone of the EU waste policy” says ESPO’s Secretary General, Isabelle Ryckbost.

ESPO proposes to set a limit on ship waste covered by the 100% fixed fee.

ESPO Applauds EU Role In Achieving The IMO Agreement On CO2 Reduction Target For Shipping

ESPO welcomes the agreement reached at global level within the IMO to peak CO2 emissions from shipping as soon as possible and reduce them by at least 50% by 2050, compared to 2008 levels. For European ports, the agreement reached last week is a real milestone and sends a strong signal that the IMO can take action.

Investing In The Port Of Tomorrow

On 29 May, the European Commission is due to adopt the new Connecting Europe Facility proposal, the key EU funding instrument for transport infrastructure. What’s in for ports?
The ESPO Conference on 31 May and 1 June is probably the first occasion to discuss this new proposal with the Commission, Members of the European Parliament, the TEN-T coordinators and the ports. It will be held in Rotterdam.

Espo Pleads For A Strong Connecting Europe Facility To Support The EUR 48 Billion European Port Investment Needs

 

The European Sea Ports Organisation (ESPO) has submitted its contribution to the public consultation in preparation of the new Connecting Europe Facility (CEF II) for the financial period 2021-2028. To prepare its submission, ESPO commissioned a study to investigate the future investment needs of European ports, as well as the past ability of ports to benefit from the different EU financial instruments.

The study will be officially presented at the forthcoming ESPO conference “Investing in the port of tomorrow” taking place on 31 May and 1 June in Rotterdam.

We have the pleasure to welcoming Mr Eamonn O’reilly, Chairman of the ESPO, at the Ferry Shipping Summit. Mr O’Reilly has been serving as Chief Executive of the Dublin Port Company since 2010.

ESPO Asks Brexit Negotiators To Prioritise Impact For Ports In The Assessment Of Potential Post-Brexit Scenarios

The European Sea Ports Organisation has developed a position paper to submit to the negotiators now that Brexit has entered the second phase.
With this paper, ESPO calls on the Brexit negotiators to prioritise transport and more in particular maritime transport in the second phase of the Brexit negotiations.

ESPO Award 2018 is about creating a good workplace environment

The ESPO Award 2018 will go to the port authority that creates a good workplace environment for its employees and demonstrates its investment in a diverse and inclusive environment, facilitating mutual respect, non-discrimination and personal development.

ESPO presents its sustainable agenda at the 2017 Greenport Conference Amsterdam

Europe’s environmental port experts have gathered in Amsterdam for the 12thth edition of the GreenPort Conference. Isabelle Ryckbost, ESPO’s Secretary General ESPO = European Sea Ports Organisation), took the opportunity to present the sustainable agenda for the coming months. The following five priorities were identified

  • European ports call for an efficient but responsible ship waste management policy. Ports do not want to be responsible for unreasonable amounts of garbage.
  •  European ports ask for a VAT exemption for onshore power supply (OPS) used by ships at berth.
  • ESPO asks for a strong Connecting Europe Facility for the period 2020-2027 to allow European ports to make the investments needed towards sustainability.
  • European ports encourage IMO to build on the progress made at the last MEPC and deliver an initial CO2 reduction target accompanied by short-term measures in 2018. An urgently needed global agreement on a target and measures to reduce CO2 from shipping must be achieved by 2023.
  • ESPO would like to start the reflection on a review of the first Code of Practice on the societal integration of European ports, which was published in 2010. What is it about? Many cities are increasingly over-stretched and in need of more housing. They have their eye on the port area. At the same time, many ports are seeking to expand.
