NAOS Ship and Boat Design awarded three passenger-cargo ships for Indonesia

By 2026 Newsletter week 44

Indonesia’s state-owned company Pelni has selected Italy’s NAOS Ship and Boat Design to develop a new generation of passenger-cargo vessels, with an initial three ships planned.

Measuring 120 metres, each will accommodate 1,000 passengers and carry 70 TEU, handled by onboard cranes to serve smaller islands without shorebased container-handling equipment.

The design will also allow for wind-assisted propulsion.

The newbuildings will replace three vessels dating from 1985/86, with the first expected to enter service in 2029.

No construction contract has yet been signed, and a shipyard still remains to be selected.

GNV AZZURRA Reaches Aliağa for Scrapping

By 2026 Newsletter week 44

The ferry GNV AZZURRA has arrived at the ship recycling yards in Aliağa, Türkiye, bringing a 45-year career to a close. She was the oldest vessel in the GNV fleet and had been laid up in Genoa since a fire in June. The tow to Türkiye took place over recent weeks, with her arrival confirmed in the past few days.

The 168.5-metre RoPax was sold for dismantling following an engine room fire on 19 June, which broke out off Corsica while she was sailing from Porto Torres to Genoa. No one was injured, but damage to two of her four main engines made repairs uneconomical.

Grandi Navi Veloci, part of the MSC Group, stated that the ship’s withdrawal from the fleet had already been scheduled for the end of the 2026 summer season and was not a consequence of the incident.

European Shipowners Set Out Priorities for EU ETS Revision

By 2026 Newsletter week 44

European Shipowners | ECSA has reiterated its priorities as Parliament and Council negotiate the EU ETS revision:

  • Triple maritime funding: increase the proposed Sustainable Maritime Alternative Propulsion (SMAP) allocation from 110 million to 330 million allowances. ECSA says shipping generates around EUR 9 billion annually in ETS revenues.
  • Make support predictable: allow advance applications for sustainable fuels and all technologies delivering carbon savings, including energy efficiency.
  • Protect connectivity: maintain, extend and improve derogations for islands, outermost regions, ice-class vessels and cross-border public services.
  • Simplify compliance: align ETS, MRV and FuelEU Maritime requirements and introduce a single system for offshore vessels.
  • Support European competitiveness: reward EU fuel and technology production through bonus points and fund port infrastructure without distorting competition.

Court annuls five Corsican ferry contracts over unlawful State aid

By 2026 Newsletter week 44

Marseille’s Administrative Court of Appeal has annulled five public service contracts awarded by the Collectivité de Corse to Corsica Linea and La Méridionale, following appeals by Corsica Ferries.

The rulings, issued on 19 October, concern Marseille services to Ajaccio, Bastia and L’Île-Rousse for 2019–2020, and to Ajaccio and Bastia for 2021–2022. They overturn earlier judgments by Bastia’s Administrative Court.

According to France 3 Corse ViaStella, the court found that the arrangements constituted unlawful State aid and ordered the Collectivité de Corse to recover all payments made under the annulled contracts and their amendments. The judgments specify no repayment total. France 3 cited an unnamed source close to the case suggesting the amount could exceed EUR 100 million.

Jean-Félix Acquaviva, President of Corsica’s Transport Office, said the annulments arose from failures to notify, or delays in notifying, the arrangements to the European Commission. He stressed that the court had recognised the underlying public service need. The Corsican authorities are preparing a possible appeal to the Conseil d’État.

In a separate judgment issued the same day, the court upheld the rejection of Corsica Ferries’ EUR 2.75 million compensation claim concerning its exclusion from the award procedure for the Marseille–Porto-Vecchio and Marseille–Propriano services for 2020.

Acquaviva said the rulings would not affect services under the current public service contracts. The European Commission approved compensation for the current framework in November 2024.

Estonia’s First Shore-Charged Electric Ferry Completes Model Tests

By 2026 Newsletter week 44

Estonia’s State Fleet has completed model testing of its new electric ferry at Schiffbau-Versuchsanstalt Potsdam (SVA) in Germany. The week-long programme assessed seakeeping, hydrodynamics, propulsion and energy efficiency.

Tests confirmed that the LMG Marin hull design meets contractual energy consumption requirements, with a margin to spare. The model achieved 14 knots with power in reserve, against a contractual maximum design speed of 12 knots.

A 3 MWh battery system will enable fully electric operation under normal conditions. Biodiesel generators will provide backup in challenging conditions and emergencies.

Construction at Poland’s CRIST shipyard remains on schedule. Designed by LMG Marin France, the ferry is due to enter service on the Virtsu–Kuivastu route at the end of 2028.

The project is funded by the EU Modernisation Fund and Estonia’s revenues from CO₂ allowance sales.
